在央行和银监会的双重严控信贷措施之下，11月份金融机构新增贷款额降至874亿元，为今年以来的最低值。央行数据中另一看点是，由于股市调整幅度较大，居民存款回流明显。

在央行和银监会的双重严控信贷措施之下，11月份金融机构新增贷款额降至874亿元，为今年以来的最低值。特别是国家主要调控的固定资产投资类贷款，增速放缓明显。但前11月，贷款同比增长仍为17.03％，距此前银监会主席刘明康要求的15％，仍有较大差距。业内人士指出，15％的信贷增长目标，今年恐难实现。
央行昨天公布的11月份货币信贷数据显示，今年11月份，金融机构人民币贷款增加874亿元，同比少增1062亿元。截至11月末，金融机构人民币各项贷款余额达26.12万亿元，同比增长17.03%，增幅比上年末高1.93个百分点，比上月下降0.63个百分点。今年1至11月份，人民币各项贷款共增加3.58万亿元，按可比口径同比多增6203亿元。
进入4季度以来，为严控信贷投放，央行和银监会多次召开相关会议，要求商业银行控制贷款速度和规模。甚至有消息称，不按规定放贷的商业银行，将受到严厉处罚。除行政调控措施外，央行在4季度也大举运用货币政策工具，运用市场化工具收缩流动性。央行进入4季度来几次上调存款准备金率，锁定了相当规模的流动性，尤其是年内10次上调存款准备金率的累积效应，将从客观上抑制了银行放贷冲动。
数据显示，11月份的新增贷款结构中，非金融性公司及其它部门贷款增速下降最为明显，单月新增343亿元，同比少增1158亿元；尤其是中长期贷款，新增额为563亿元，环比下降了50％以上。这说明，受调控政策作用，主要用于固定资产投资类贷款的增速下降明显。
央行公布的数据中另一看点是，由于股市调整幅度较大，居民存款回流明显。11月份居民户存款增加额为2628亿元，而10月份，居民户存款单月下降5062亿元。
与此同时，包括保险公司在内的企业存款也在大规模增加。据央行上海总部统计，11月份，上海市场保险公司新增存款高达223.7亿元，同比多增262.5亿元，其中85%为活期存款。业内分析认为，保险公司存款原因之一也是规避深幅调整的资本市场。
牛市遭遇最大"逆流"股市低迷 上海上月返储123亿
据东方早报消息，11月股市低迷让上海的储蓄搬家势头遭遇了牛市以来的最大"逆流"。央行上海总部昨天发布11月货币信贷运行报告称，11月中资金融机构人民币存款大幅增加939.5亿元，比上月多增1958亿元，创月环比增量历史新高，其中，居民储蓄增加了123.3亿元，而10月份上海储蓄大减552.9亿元。
储蓄上演"过山车"
居民储蓄搬家再次折射股市冷暖。今年10月，股指创下6100点的高点，当月上海居民储蓄大减552.9亿元，创下多年来的最大跌幅。但11月股市表现不佳，储蓄又大幅回流，单月储蓄增加了123.3亿元，而且大部分是活期储蓄（120.7亿元）。
"活期存款大幅增加，主要与近期投资者规避投资风险，导致投资资金大量回流银行有关。"央行上海总部昨天在报告中坦言。
包括居民储蓄、企业存款等在内，11月中资金融机构人民币各项存款大幅增加939.5亿元，比上月多增1958亿元，创月环比增量历史新高。
外资行连续8月"贷超存"
"今年上海市外资银行贷款增长较快，对货币信贷运行的影响在不断扩大。"报告指出，今年前11月上海外资行新增各项贷款834.9亿元，占全市人民币贷款同比多增量的46％，"自4月份以来，外资银行已连续8个月出现当月贷款增量明显超过存款增量。"
由此，11月末，上海市外资银行人民币贷存比已达到156.7％，比2006年末上升27.4个百分点。
11月，上海外资行新增人民币贷款130.9亿元，贷款余额同比增长达到87％。
从贷款机构看，在沪转制为法人机构的10家外资银行上海分行贷款较上月少增39.6亿元，其新增贷款占全部外资银行贷款增量的29.2％，占比较上月下降24.7个百分点，也低于其存款增量占比；而非法人外资银行人民币贷款增长势头较猛。
另外，11月上海中资行个人房贷增加50.5亿元，比上月多增0.7亿元。按投向分，当月新建房和二手房贷款分别增加29.1亿元和21.4亿元，比上月分别多增0.3亿元和0.4亿元。住房公积金贷款增加22.7亿元，比上月多增2.9亿元。但同时，中资行其他消费贷款大幅减少6.5亿元。 (本文来源：上海证券报 )
